Conversion of agricultural barn to form a single residential dwelling.  Comment by 13th April 2015

  • CPC COMMENTS: OPPOSES the application. This application is virtually the same as 13/03458/APP, except for alterations in the design of the building to remove the porch. The PC’s objections are substantially the same as before.

     

    Despite the applicant’s assertion that ‘the Wychert Barn is ‘a significant heritage asset with special architectural and historic interest,’ the Parish Council does not concur with this view.

    The application for conversion of the Wychert Barn to residential accommodation relates to an isolated position, around 100 metres outside the existing village built envelope.

    The Parish Council believes that this proposal does not accord with the Aylesbury Vale District Local Plan and, additionally, is not in line with the National Planning Policy Framework.  Further, it does not believe that the exceptions included in the Framework apply in this case.  This building has been allowed to fall into disrepair over the last two decades, has not been used and has never been regarded as a ‘heritage asset.’  The Parish Council does not feel that a residential development on this site would in any way enhance the immediate setting; quite the opposite.

    The proposals, combined with the inherent condition and structure of the existing building, would render the ‘conversion’ problematic, particularly in relation to the excavation that would be necessary to lower the ground floor level and provided sufficient depth of sub-structure.  With the immediately adjacent stream, the water table needs consideration.  It was noted by the PC that the ‘Structural Survey’ included in the pack did not have the provenance of being written by a qualified structural engineer and consequently was merely a subjective opinion.

  • CPC COMMENTS: The Parish Council does object to the amended chimney proposal as it is considerably taller than the original proposal, is ‘industrial’ in its appearance and the stainless steel makes it very prominent. This is inappropriate in the conservation area. The PC has no objections, in principle, to the increase in height to the roof. With regard to the comments from the neighbour who objects, the impression given by the Design and Access Statement was that only the sedum roof would be visible from their property. This is not the case. We would recommend that the case officer makes a site visit to establish the impact of the changes from both aspects.

  • CPC COMMENTS: OPPOSES.  The proposed dwelling is an overdevelopment of a small site which would leave too little amenity space that is not hard landscaping.  The two pairs of bi-fold doors would create considerable overlooking of the garden and windows of the neighbouring property - Spicketts.  The removal of the garage associated with Spicketts would render the available parking space for Spicketts inadequate.  The Parish Council consider the development would have an adverse effect on the listed building of Spicketts.

  • CPC COMMENTS: NO OBJECTIONS but comment. This is a large development, a metre higher than the original building, but the Parish Council has no objection to the application, in principle.  The reduction in size of the garage and the inclusion of levels on the amended application are essential and without them the Council would have had objections. The Parish Council did express concern about the trees to the front of the property. Tree T004 is a Walnut Tree and one of the few remaining specimens in Cuddington and as such maybe appropriate for a TPO.   Additionally, T003 (Yew) will provide some screening of the bulk of the build, viewed from Holly Tree Lane.  The Tree Report recommended some reduction, although it is believed the Applicant now intends to remove this tree completely. Although not relating to considering the Application, concerns were expressed relating to the size of construction vehicles and the potential damage to the narrow lanes and kerbings.

  • CPC COMMENTS: NO OBJECTIONS.  However, the Parish Council would make the following points that it feel should be addressed, before determination of this Application.  On the proposed Site Plan the space shown for parking and turning at the proposed bungalow is unworkable as there would insufficient room for the turning manoeuvre with two cars parked.  Extra space would be needed and this would therefore encroach on the amenity space.No materials for the new build are specified other than ‘Traditional Materials.’  Frog Lane is in the Cuddington Conservation Area and, whilst Heathfield and the proposed new build are outside it, the opportunity should be taken to ensure that the build would be more consistent with the local vernacular, rather than reflecting the style of the main house.The proposed location of refuse bins is unacceptable as there would be up to eight bins in full view of the road.  Covered provision should be made, ideally at the rear of the house.
